Executive Update: new survey and other news

Dear Members,

Happy New Year! Starting 2019, building CUPE Local 4070 is our priority.

In this update, you’ll find information about:

  • Training and education for your elected executive members this month and February.
  •  A specific and concise survey just sent to members, to arm your 4070 representatives with the understanding of  your priorities, as we prepare to commence bargaining of our first Collective Agreement in March.
  •  An upcoming vote for select Bylaw changes and approval of our dues levels.
  •  Invitation by WestJet senior leadership to meet.

January is off to a quick start with respect to education and training of your 4070 Executive. January 7–9th saw us in YYZ with the CUPE training team on the topic of Occupational Health & Safety. We are getting the right information, so our OH&S concerns are advocated for effectively, along with training on the appropriate federal legislation which legally protects our OH&S rights.

January 11-13th saw your representation trained in the CUPE Financial Officers seminar. It is crucial that the financial resources of our membership are treated respectfully, dutifully and as per the appropriate accounting and legal principles under which CUPE Locals must adhere.

In February we will continue training seminars facilitated by CUPE National including: bargaining workshops, as well as our own specific 4070 bargaining strategic planning sessions, related to our upcoming CBA bargaining starting in the second half of March.

In your inbox today: a detailed survey we need in order to answer the BIG questions prior to bargaining. Reserve, Seniority, Bidding System: this is a survey you don’t want to miss. If you haven’t’ been sent one, email Lou Arab at larab@cupe.ca.

We will be proposing Local 4070 Bylaw changes, including the authorizing of the amount and collection of union dues. We cannot move forward with office space, infrastructure, daily support systems, etc. until we approve our dues levels, and for the dues to begin. This is the most important change being presented. There will be other minor changes presented such as an amendment to give the Vice-President a seat on the Bargaining Committee, for example.

Finally, the President and Vice-President have been invited to meet with Jeff Martin, WestJet’s Chief Operating Officer to get to know each other, and become familiar prior to heading into bargaining in March. As well, Louis Saint-Cyr, Vice President Guest Experience has extended a similar invitation. We are committed to ensuring that we follow through with these opportunities to help the Company’s leadership get to know your representation and to better understand what we stand for as your democratically elected Union Executive.

Elections for committee members and job stewards begin Tuesday at 6:00 am Mountain time.

These elections will be different from other votes in that members will have multiple ballots to cast. Each base will elect its own committee members and stewards.

The Pilots’ contract which came into effect just before the holidays has caused some impact on the line directly impacting Flight Attendants. Following the advice of their own union, Pilots are completing their safety duties before “volunteering” to assist with grooming.  WestJet has asked Flight Attendants to “write up” Pilots who do not “volunteer” for this work. The Pilots’ contract does not include language directing them to clean the aircraft on a complimentary basis.

Flight Attendants have made it very clear to the Local 4070 Executive that they will not accept being accountable for unpaid cleaning of the company fleet on an ongoing basis.

There have been little to no documented rules, contract/agreements or even informal documents by the company which identify who is responsible for, and when voluntary cleaning of the aircraft is to take place.

We will start bargaining for our own contract in March. If Pilots are pressured into doing unpaid grooming, it will make it much more difficult for us to take our position forward (that the work is outside our scope and should be compensated regardless).

By completing their safety duties first, our Pilots are helping us set the stage for our own battle on the issue.

We urge our Membership to rally together, Pilots and Cabin Crew, to ensure that the temporary setbacks we feel now, lead to success down the line.

In short, we are asking the following of you:

  • Continue to groom as normal, until we can get the issue to the bargaining table. We cannot legally engage in job action at this time.
  • Please do not “write up” Pilots. That adds pressure on the Pilots to give in, which will hurt our cause down the line.
  • Try to work with Pilots and be united. Our interests are joined on this issue.
  • Let CUPE stewards know if there are conflicts with Pilots that need to be resolved. We will discuss matters with ALPA and try to resolve them amicably.

Please make every effort to unite with our ALPA members, and do not help foster division even when they can’t help us clean up in the back. It is in our own best interests in the long run.

Possible job action at Flair
CUPE Local 4060 represents Flight Attendants at Flair. Members have voted 98% in favour of a strike after the employer tabled bargaining proposals aimed at cutting wages by as much as $10/hour and began paying new hires at the lower rate.

CUPE has served strike notice and job action could start as early as midnight tonight.

Lower wages and working conditions at Flair will hurt Flight Attendants across the industry. Our fellow CUPE members are taking this action as much for us as for themselves.

If you see picket lines for these members, please take some time to stop by and offer support. Walking the line for an hour or two, handing out materials to customers, even buying coffee for picketers are all meaningful ways to help.

A message to cabin crew members of CUPE 4070

As your newly elected President and Vice-President, we are both excited, and honoured to be able to communicate to you for the first time. Since we have now established the first two roles of our Local Executive, we agreed that it is imperative that we update you as to what has been going on behind the scenes, while you continue to elect and make your choices for the many critical positions remaining within our Local.

As we look ahead at the challenges that lie in wait, we want you to know that in the days since our respective elections, things have been moving forward quickly.

Earlier this week, Chris along with CUPE National Representative Aneen Albus met at the Campus in YYC with Jason Begley, Director Labour Relations and Andrea Caddigan, Manager Labour Relations for WestJet. The meeting was an opportunity for Chris to meet the Labour Relations team who will be representing the company as we build our Local, and on behalf of our members, build on the work that our CUPE National Representatives have been doing since certification. During the meeting, the company indicated that earning trust with our Local’s leadership and members is a priority for them, as we lay the foundation for our working relationship, and ultimately the collective bargaining process. On behalf of the membership, we reciprocated the desire to work respectfully, and towards the building of earned trust between the company and our CUPE team.

We are currently working with WestJet to negotiate schedule release parameters for our Bargaining Committee and Executive, as well as for CUPE specific union training for other elected members. We are committed to the concept that all executive team members (President and Vice-President included) will continue to fly the line and we are working through a detailed plan for balancing the schedules of those elected to the Bargaining Committee and the Local Executive.

Training dates are being set, some of which are already scheduled for January and February. Proper channels of communication are being organized as we setup our Local for the very first time.

Next week, Chris will be attending a full-day of meetings in YVR with the Presidents of all other CUPE airline Locals from across Canada. As an elected CUPE President he will, for the first time in our history, be able to officially network, share and discuss the operating environments of our workgroup as well as those of our cabin crew brothers and sisters from across almost every major carrier in Canada.

We jointly commit to keeping communication with all of you, the membership, top-of-mind as we move forward with the work ahead.
